Residents Guide to the Marsh Management Plan

Marsh Management Plan

The Marsh Management Plan is a proactive effort by the City to protect Folly Beach’s marshes and reduce flooding throughout the island. As sea levels rise and storms intensify, our marshes play a crucial role in safeguarding roads, homes, and ecosystems. But they’re under pressure from erosion, blocked tidal flow, aging infrastructure, and development.

This plan lays out a long-term strategy to preserve and restore the marshland that surrounds our community. It’s not about more regulation, it’s about smart investment in infrastructure, nature-based solutions, and planning for the future.

What the Plan Does:

  • Maps vulnerable areas where marshes are deteriorating or blocked by roads or culverts.
  • Recommends restoration projects like replanting native grasses, reconnecting tidal flow, or raising roads in low-lying spots.
  • Identifies priority locations for culvert repairs, sediment placement, and shoreline stabilization.
  • Proposes monitoring systems so we can track changes in marsh health over time.
  • Aligns with grant funding sources so the City can seek outside support rather than relying on local tax dollars.
  • Encourages voluntary partnerships with residents and property owners who want to improve marsh edges or manage drainage more effectively.

Why It Matters:

Healthy marshes absorb storm surge, reduce street flooding, support wildlife, and help filter pollutants. Without action, we risk losing this critical buffer—and seeing more frequent and severe flooding in our neighborhoods.

Who Pays for It?

The plan focuses on using state and federal grants, not new local taxes. Most work will happen on public land or rights-of-way. If a homeowner wants to participate, the City can help guide them through optional solutions. No one is being forced to spend money or make changes.

This plan helps Folly Beach stay ahead of rising water and preserve what makes our island special. It’s about protecting homes, roads, and the marshes that protect and enrich our community, without asking residents to foot the bill.
