Planning Today to Protect Folly’s Future

Marsh Management Plan

I want to address a question that came up in last night’s debate about why Folly Beach needs the Dune Management Plan, the Beachfront Management Plan, the Marshfront Management Plan, and the Safety Action Plan.

These plans do more than guide daily decision-making; they provide a blueprint for the future. Each one lays out clear, science-based strategies for protecting our beaches, dunes, marshes, and infrastructure. Together, they serve as the foundation for securing state and federal funding, making Folly more competitive for grants that support coastal resilience, storm recovery, and public safety improvements. They ensure that when opportunities arise, Folly is ready to act with well-developed plans, clear priorities, and a united vision for the island’s future.

Dune Management Plan

Our dunes are Folly’s first line of defense against storm surge and coastal erosion. The Dune Management Plan guides how dunes are maintained, restored, and replanted after storms. It ensures that these natural barriers stay healthy, connected, and strong enough to protect homes, roads, and ecosystems.

Beachfront Management Plan

The Beachfront Plan defines how we use and care for the most visible and active part of the island — the beach itself. It addresses beach access, walkovers, setbacks, and future nourishment efforts. By balancing recreation, environmental health, and development, this plan ensures the beach remains safe, open, and sustainable for everyone.

Marshfront Management Plan

Folly isn’t just about the ocean side; the marshfront is just as vital. The Marshfront Management Plan, developed with support from SC Sea Grant, focuses on protecting the tidal creeks, wetlands, and natural drainage systems that make our island function. It guides how we stabilize eroding marsh edges, protect wildlife habitat, and reduce flooding from the backside of the island.

Safety Action Plan

As Folly grows busier, safety on our streets and crossings becomes even more important. The Safety Action Plan improves traffic flow, pedestrian crossings, lighting, and evacuation routes — ensuring that residents and visitors can move around safely every day, and especially when emergencies strike.

Why These Plans Matter

Together, these four plans form the foundation of Folly’s coastal resilience strategy, protecting both sides of our island, from dunes to marsh. They also make the City more competitive when applying for state and federal grants, especially from programs like:

  • NOAA’s Coastal Zone Management (CZM) and Habitat Restoration Programs
  • SC Office of Ocean and Coastal Resource Management (OCRM)
  • Federal Resilience and Safety Action Grants

Having these plans in place shows that Folly is ready to act; that we’ve done the research, built local consensus, and designed solutions that are shovel-ready and scientifically sound. This makes it far easier to secure funding for dune restoration, marsh stabilization, and public safety improvements.

Protecting What Makes Folly, Folly

These plans aren’t just documents; they’re commitments. They reflect the values that make Folly Beach strong: respect for nature, thoughtful growth, and community resilience. By planning and being proactive, we’re making sure our island stays livable, safe, and beautiful for generations to come.
